System Update froze - UbuntuMATE 16-04

I have made a copy of as much of the home directopry, as possible, to
a USB "thumb drive (some files would not copy).

I then unplugged the HP external HDD, and, reran the system
update/upgrade, and, rebooted, with the HP external HDD plugged in
before it booted.

That seems to have gone okay, and, I checked and accessed some files
on the HP external HDD, without any problems.

To check the status of the HP external HDD, I ran Dmesg, and saw no
reference to the external HDD.

I then ran tail -30 /var/log/syslog , and, got, at the end of the
output (this is as much as was left displayed, so, it appears to have
output more than just the last 30 lines)

Now, as I previously said, I believe that the previously encountered
ongoing external HDD I/O problems, were not caused by a problem with
the external HDD, but, rather, with a problem with the file
management, where I had had to abort file transfers.

So, I believe that an inherent problem exists, with the file
management, and, the file transfers.

The USB thumb drive that I used, to make a copy of (as much as
possible of) the home directory, is rated at about 150MB/s, but, the
file transfer rate, to it, when I was copying, dropped to around 2
MB/s, and, on ocvcasion, to hundreds of kB/s.

It took several hours, to copy about 30-40GB of data.

If the data transfer rate had been able to be sustained at, for
example, 20MB/s, over one hour (3600s), that is about 70GB/hr.

But, the data transfer rate is not sustained.

And, I believe, from the excerpt from syslog, no problem is evident
with the HP external HDD.

Of course, I stand to be correctyed, if I am wrong, in that perception.
