Doing more Googling and without going into a whole lot more detail I'll
just say it's a known issue which apparently has just started sometime
this month.

My conclusion now is that it's a known issue even as far back as the
early days of 16.04 and it appears a fix was released then something
has come along and broken it again.
Bottom line, I'm not going to worry about it any more as I get the
correct output the 2nd time I run 'sudo apt update'.
