Hmmm. I thought ``apt'' was fully implemented in 16.04 but if not the
older ``apt-get'' equivalent is:
sudo apt-get dist-upgrade -y
> and sudo apt install -f complained that

So there's still an operation running.

How did you try, please?
sudo kill [pid]
...?
sudo kill -9 [pid]
...?
