Why did you enable CSM? I've installed Ubuntu (with and without
disabling secure boot) on EFI laptops and servers using "regular" EFI.
In this case you need a FAT filesystem (mounted at "/boot/efi" by
default) containing a boot manager or boot loader (or even a Linux
kernel) that the EFI firmware can load.
