Not sure about this ...

You know alot more about this, than me, but...

I am running UbuntuMATE 16.04.

I like the old MS Win95/98 appearance, which I think was kind of
emulated in fvwm (but, I am not sure - it was a while ago...), so, I
like the panel across the bottom.

Now, ...

When I right-click (non-dominant mouse button) on the panel, and,
select the Properties option, it has an option Orientation;
Left/Right/Top/Bottom .

If Left would be selected, in that context, is that what you are seeking?
