Setup for a dash cam.

Not an answer, but a related note: In some states, like New York, it is 
illegal to connect anything to the windshield that could block vision.
You could be ticketed for that. (The cops would just as soon not have 
their flag-down recorded.)
OTOH, it is not illegal to put some device on the dashboard that can 
look out the window. So think about the local law, and how a camera
might mount on your dashboard.
