No, I think the command to upgrade releases is some like 
'do-release-upgrade'.

If you use 14.04 use these commands:

sudo apt-get update
sudo apt-get dist-upgrade

with 16.04, use:

sudo apt update
sudo apt full-upgrade

That installs any new kernels, and everything that can be upgraded.
