Can't find installed programs

John, please try to set your email program to use plain text, and put
your reply _below_ the message you are replying to. Usually this just
means selecting the bit of the message that you're replying to before
you press the Reply button.

That "details" function is a standard part of the Ubuntu control
panel, which is called System Preferences.

But you say you're running Xubuntu. That isn't standard Ubuntu. It
doesn't have the standard Ubuntu desktop, which is called Unity.
Xubuntu has XFCE instead. XFCE doesn't have the Ubuntu System
Preferences app -- it doesn't have any of the standard bits of the
Ubuntu Unity desktop, because it uses a different, older-fashioned,
slightly more Windows-like desktop instead.

So this program won't work for you, because you don't have the bigger
program it plugs into.

What were you hoping to achieve?
