So don't care about the loop, take a look at the correct paths:

http://archive.ubuntu.com/ubuntu/dists/yakkety/
http://archive.ubuntu.com/ubuntu/dists/yakkety-updates/
http://archive.ubuntu.com/ubuntu/dists/yakkety-security/
http://archive.ubuntu.com/ubuntu/dists/yakkety-proposed/
http://archive.ubuntu.com/ubuntu/dists/yakkety-backports/

As you can see, the release files are available.

There's also
http://archive.ubuntu.com/ubuntu/dists/yakkety/multiverse/source/
with Sources.gz	and Sources.xz.

Please post your source list(s). See

Also run

  ping archive.ubuntu.com

for around 5 seconds, then push Ctrl+C and post the output.
