How to get the systemd resolver to resolve local (i.e. unqalified) names?

Using "resolvconf" isn't a bodge. Its installation's required on all
Ubuntu systems because it's pulled in by "ubuntu-minimal".

i was thinking more interms of a test to see whether having "domain"
or "search" set would make a difference.
