How to get the systemd resolver to resolve local (i.e. unqalified) names?

The hosts line is (in ubuntu 17.04) :-

    hosts:          files mdns4_minimal [NOTFOUND=return] resolve [!UNAVAIL=return] dns

... removing the 'resolve [!UNAVAIL=return]' makes no difference to
the problem I have.
