That is completely unrelated and should be a separate email really, BUT run
this:

sudo apt-key adv --keyserver keyserver.ubuntu.com --recv-keys
D97A3AE911F63C51

And tell us what the terminal shows you.

You can also import keys using seahorse, but I never use GUI tools.
