Well I guess I should apologize, Google does send those mails.

It apparently only sends those mails when used using a mobile device?

It does so based on weird locations.

Sometimes people get locked out of their own account because they access 
the account while travelling and they don't have the phone with them 
that is necessary to unlock the account again.
