sound doesn't work until I login

Yes - you'd think so, wouldn't you?

The accepted method seems to be to set the PULSE_RUNTIME_PATH to point
to the directory in /var/run that contains the details for the user
whose pulseaudio instance you want to control, then run pacmd as that
user. Since the session I want to control is being run by root, I do
this:

   export PULSE_RUNTIME_PATH=/var/run/user/0

Then I run pacmd as root, with the exported environment:

   sudo -E pacmd info

But it always tells me (as the music plays around me):
 
No PulseAudio daemon running, or not running as session daemon.
