Missing /etc/apt/apt.conf

Hi all,
I had installer several days ago Ubuntu 14.04 server.
Today I found out that there is no /etc/apt/apt.conf
I installed from DVD.
I was not connected to the Internet while installing.

My question is: what in the installation process could cause this file
not to be installed  ?
On other installations that I did with the same DVD media, it was installed.

Could it be related to the fact that I was not connected to the
Intenet and the installation
process needs it ? and if this is the case, is there a way I can get
it after installation is complete ?
