Chromium browser screen is scrambled in Ubuntu 16.10.

Yes, sounds like it.

The reason that I asked was because I have observed similar corruption
to yours when attempting to run GNOME 3 under VirtualBox with GPU
acceleration in the guest. KDE 4 & 5 also have severe problems, making
them mostly to entirely unusable.

I fear that the problems are with the GPU acceleration in VBox, not in
Chrome. As such I don't think there is anything you can do about it.
