Yes.

I had this with someone who had upgraded from 14.04 to 16.04. The
system booted and generally worked, but a lot of things behaved oddly,
were missing bits, or (like apt-get) segfaulted.

The damage was so widespread we ended up just reinstalling Ubuntu 16.04
from scratch. Luckily he had backed up his data before upgrading.
