networking disabled on laptop running ubuntu 16.10

I had already tried those two commands before my first posts here.
Doing it again yeld these results:

systemctl restart networking = NO effect visible in syslog or console

enabling then re-enabling networking by clicking on icon in top bar:

ends up in syslog with

"NetworkManager is now DISCONNECTED"
AUDIT: op="networking-control" arg="on" pid=1580 uid=1000 
result="success"

running  "sudo systemctl restart network-manager" just produces two
more lines like the above in syslog.

ABOUT THE WINDOWS BUTTON: it is on.

I am ready to type the whole Ethernet configuration by hand, at this 
point,
that is edit the several interfaces/ifup/ifdown scripts and config 
files,
if there is no other way to make it work, or at least gather more info 
from
dmesg, syslog &C. How should I proceed in this case? (if you haven't 
better
suggestions, that is) I am not so up to date with the enps* naming 
instead
eth0...
