audio.conf is blank on 16.04

I have to jump through some hoops to get bluetooth earphones to load as
A2DP vs HSP.  On a post regarding the same issue on 13.04 it recommends
editing audio.conf.  My audio.conf is blank.  Is it supposed to be in
16.04?  Can I copy what's in my 14.04 file into the 16.04 version?  If not
how can I get the correct info into that file?  I have purged and
reinstalled bluetooth already.

I have bluetooth manager already and PAVU and both are set to use A2DP.
