PHP5 packages can be installed on one 16.04 system but not on another

The OP should check the commands below as well as the one above on
both systems because, unless it's in restricted or multiverse, it's
not in 16.04:

$ apt-cache search ^php | grep sqlite
php-sqlite3 - SQLite3 module for PHP [default]
php7.0-sqlite3 - SQLite3 module for PHP

$ apt-cache policy
