PHP5 packages can be installed on one 16.04 system but not on another

I have now.
However I think the 'good' system is actually the 'bad' system, there
shouldn't be any PHP5 packages at all in 16.04.
I was originally trying to fix a bug (in a Wiki that uses sqlite via
PHP) on the 'bad' system. I have now fixed that, there was a module
that hadn't stayed enabled through the upgrade.
So now my question is - why haven't the PHP5 packages disappeared from
one system, and how do I get rid of them 'properly'?
