HAProxy 1.6.3 mail alerts

I'm not sure this is the right place for this query, since I'm not sure
(yet) if this is a Ubuntu/package issue or a HAProxy issue.

I've got a Ubuntu 16.04 server running HAProxy 1.6.3 with mail alerts
configured for an internal (testing) DB cluster.  For some reason, the mail
alerts work fine for when a node fails (I get a Node DOWN message), but I
don't not get a corresponding 'Node UP' message after the node is restored.

According to the docs the alerts should happen on every STATE change, but
not this one.  In fact, I upgraded to 16.04 because I had the exact same
problem with 1.6.3 on Ubuntu 15.10.

Anyone else seen this problem?
