This isn't specific to this thread but it's the most recent one in the
mailing list so I thought I'd reply here.
Ubuntu 16.04 is in BETA still. You are expected to see a wide variety of
bugs that will affect you ability to use the system.
As such it would be best to always check the release notes [1] for known
issues and potential workarounds. The release notes also has the best
procedure to report bugs as that method will attract developer attention,
where as most of the developers do not subscribe to this list and as such
will probably not work on resolving any issues identified here.
As a BETA product no one should be installing this on production machines
without being confident in their ability to fix broken things on a regular
basis.
Now, for this particular thread, there is several warnings in large red
text on the release notes saying no one should upgrade from 14.04 to 16.04
due to known bugs [2]. So in my opinion, you're lucky you can't get it to
upgrade.
