With chroot, definitely yes, but it's tricky. With nspawn it's also
possible, but even trickier. You might like to google "chroot ip
addresses" "linux virtual interfaces" and "linux network namespaces"
for a start.
If you would answer our direct questions, it would be very helpful:
Why do you not want to use virtual machines?
Why do you want two Vyattas on one physical machine?
