I suppose that Ubuntu could stop shipping "/etc/init.d/lightdm"
because it ships native systemd and upstart startup files so the
sysvrc file is redundant.

Maybe the package is inherited from Debian (where
"/etc/init.d/lightdm" is needed) and the Ubuntu maintainer doesn't
care about removing it.
