I've recently upgraded 2 Ubuntu installations to 16.04, installed 2 or
3 new ones, and installed a new instance of Fedora. All of them have,
at some point, displayed a systemd message while starting up that it
was waiting for something and shown this "eye of Cylon".

It is very definitely, absolutely, _not_ something that only appears
at shutdown.
