Perhaps. Likely the epoch 2015 would have prevented an upgrade/install.

I will build the dummy packages this way for 16.04.

So, since there is no package "local-grub-pc"of any version peovidedby
official repositories and it replaces and provides "grub-pc" without
mentioning what version of grub-pc, this might be safer, than a high
epoch number of a package named "grub-pc".

I suspect you call it "local-", because it's a local package, it
isn't a special flag, naming it "foo-" does also work.
