/etc/xdg/autostart/pulseaudio.desktop  is the file that generally is
handled by the desktop sessions to spawn pulse (and yes, it runs start-
pulseaudio-x11.

well, this could be a logind/policykit/dbus issue. what desktop do you
run and what login manager do you use for it ?

no, it should not (never run session apps as root, if the app is
writtten badly it will re-own user files or caches to root and it might
break the ability to run it as user. you can search the early archives
of this ML where nautilus when run as root did actually trash your user
setup so badly that you could not log in anymore)
