in (k,x,l)ubuntu-desktop pulseaudio is installed by default and ships a
desktop session startup script ... so while your desktop session is
running (i.e. while you are logged in to a graphical desktop), pulse
should do too... 

if you can see pulse run from a graphical terminal while logged in,
then Amichais suggestion to try pavucontrol to set the defaults is
probably best ..
