The link claims 2016, but you might be right. Anyway, several users even
don't wait for the first dot release of 16.04. They upgrade at the
moment from 14.04 to 16.04 and 15.10 users need to upgrade now or within
the next days. So assumed the OP does use 16.04 and updates the indexes,
then it could be, that more people than usually try to do this at the
same time. So there at least is the EOL of 15.10 and 16.04 was released
not that long ago and is also closer to 16.04.01, more or less brand new
and much installed, perhaps more often installed and updated than
usually. Apart from random server issues, at the moment there might be
more traffic than usually.
