Ubuntu 16.04 LTS cannot shut down

Have tried to boot your install without starting X and then to shutdown?

What file systems are mounted? For testing purpose consider to unmount
each partition that not necessarily is needed and can be unmounted, but
first try just to boot into command line, without starting X and to
shutdown without unmounting anything.
