after reboot and slave resync phpMyAdmin is not accessible

I know this looks like a mysql question, but I suspect it is a 
Ubuntu configuration problem.

When I try to access phpmyadmin I get a 404

The requested URL /phpmyadmin/index.php was not found on this server.
Apache/2.4.7 (Ubuntu) Server at 192.168.0.200 Port 80

Yes, Apache is running
Yes, phpmyadmin is installed: apt-get install phpmyadmin reports 
most recent version is installed.
Yes, mysql is running as a slave and is replicating correctly.
cmd line queries work just fine.

any suggestions ?
