Even if that spins the disk down and up, it's not really a compelling
reason to avoid a reboot. It may be for you, but I doubt very many
agree with you.
Besides, external disks are frequently connected and disconnected anyway
- a big part of their purpose is to be easily moved between machines and
locations.
