Resizing windows behaviour?

I have never seen that behaviour. Are you sure you have not installed
something GUI related? Something for doing pretty window effects or
tweaking things, or something like that?
I am assuming that you are using the standard Ubuntu, not one of the
flavours such as Kubuntu.
