I don't think there was an anouncement, but usually the LTS releases get
newer kernels backported from the non-LTS releases . They are useful to
make current hardware working with the LTS-releases.

Well, the original LTS release included the linux-image packages with
the 3.13 kernel. If you need a HWE kernel, you should install one of the
packages linux-image-generic-lts-wily, linux-image-generic-lts-vivid or
linux-image-generic-lts-utopic instead of linux-image-generic.
