Are you able to mount it manually though a terminal? This will rule out if the issues lies with hardware or software.

    Running Ubuntu
      15.10. I did some updates a couple of days ago. After I rebooted
      yesterday, my USB drives are not mounting.

      Here is the
      dmesg | tail -50 after I unplug them and plug them back in:
      http://pastebin.com/4qTp6zUN

      Here is the sudo fdisk -l:
      http://pastebin.com/Mz8T78Aj

      Here is the lsusb output:
      http://pastebin.com/g94u4zUK
    Here is fstab:
    # /etc/fstab:
      static file system information.

      #

      # Use 'blkid' to print the universally unique identifier for a

      # device; this may be used with UUID= as a more robust way to name
      devices

      # that works even if disks are added and removed. See fstab(5).

      #

      # <file system> <mount point>   <type>
      <options>       <dump>  <pass>

      # / was on /dev/sda1 during installation

      UUID=a6e4e5eb-ae5c-4ba7-84b5-3ae2939f555e /               ext4
      errors=remount-ro 0       1

      # swap was on /dev/sda5 during installation

      UUID=8427f44c-6637-484c-9425-cc285835e29d none            swap
      sw              0       0

      1130 Western Digital
      Technologies, Inc. My Book Essentials is my 3tb drive.

      070b
      Western Digital Technologies, Inc. My Passport Elite is my 500 gig
      drive.

       I can't see any USB hard drives or any of my USB
      thumb drives. I plug in my phone and it pops open no problem.

      I
      switched where they go into the computer, but no luck. Windows 10
      sees them.
