update manager refuses to upgrade kernel to newer version

Did you try to install 3.13.0-77 by command line, instead of updating
it with the update manager?

sudo apt-get update
sudo apt-get install --no-install-recommends linux-image-3.13.0-77-generic

"--no-install-recommends" is required since grub* or lilo are
recommended dependencies for the precise-updates package. A grub-pc
dummy package could be used instead of "--no-install-recommends".
