the package ubuntu-wallpapers doesn't contain a volume control applet:

I'm neither using Unity, nor a consumer sound device, let alone
pulseaudio, so I can't help with this issue, however, a short web
research lead to

there seems to be a setting "Allow louder than 100%".

The package perhaps is named "indicator-sound", but then again, I don't
use Unity, nor a consumer sound device, let alone pulseaudio and I
don't know if this really is the package containing this applet you're
using. Anyway, regarding http://packages.ubuntu.com/wily/unity it most
likely is the related package, resp. leads to the related package,
more likely it might be "pavucontrol", a recommended dependency of
http://packages.ubuntu.com/wily/indicator-sound. Assumed this thingy
looks like this

perhaps in another language, then the related package seemingly is
"pavucontrol".
