machine behind VPN server wont respond

I got OPENVPN server running on my tomato based router.


I can login to vpn server from my Android phone.

and reach 192.168.0.106. ping, pull up web page, zoneminder apis just fine.

But I cannot reach 192.168.0.105. It won't even respond to a ping. There 
is no firewall running on 192.168.0.105.

these are both Ubuntu 16.04 machines, both running apache web servers.

The auth.log on 192.168.0.105 yields no clues, nor does the tomato 
openvpn server logs.

any clues how to diagnose?
