You're right. And I found the offending sources line:
deb http://ppa.launchpad.net/kubuntu-ppa/ppa/ubuntu xenial main

This is the "Kubuntu Updates" PPA, an official Kubuntu PPA (besides the "Kubuntu 
Backports"):
https://launchpad.net/~kubuntu-ppa

Seems like the guys don't have any stuff to go to "Kubuntu Updates" in 16.04 
yet, so they forgot to construct the (empty) xenial directory. Or something 
like that.
