Ubuntu 16.0.1 LTS seems to be stuck at wallpaper screen.

I suggest first letting it complete the update. Hit Ctrl+Alt+F1 which
should take you to a terminal.  Login there and run
sudo apt update && sudo apt full-upgrade
if there are any errors come back to us.  Then reboot using
sudo reboot
and see if that helps
