Please tell us what you want to achieve.

Why do you want to edit the target hardware address in an ARP request
message?

However, general info, check out scapy. Lets you hand-craft packets of
any description. If you want to alter packets in flight you will have
to hack the kernel, or put a device in the path of the packets.
