16.04 static IP wierdness

I've had problems editing /e/n/i and restarting the network, when I
switch from dhcp to static or vice-versa, or when I have
{pre-,,post-}up and/or {pre-,,post-}down statements..

So, when using ifupdown, I stop the network, edit /e/n/i, start the
network. It works every time.
