As soon as it's released 15.10 will be a "regular release". At the
moment 15.10 is under development, resp. currently it finishes
development.

It's important to understand what "LTS" is for. A lot of people
misunderstand "long term support".

Imagine a company that needs to train employees to use software in an
economically efficient work-flow. A few bug fixes and new features
might break this work flow, that's why long term support does not mean
to provide all bug fixes or any new features. Long term support only
means to provide very important bug fixes, such as fixes for serious
security risks, even for software that won't cause dependency conflicts
and that guaranteed won't break anything. The users can feel certain
that nothing will change, unless it's absolutely needed. No new
features will enforce a learning curve, the work-flow they are used to
will not break.
