Sometime after support gets dropped, old releases get moved to
http://old-releases.ubuntu.com/

If you dig around that site you will find the urls of the old-releases
repositories, and you can probably update your apt definitions to point to
them.

HOWEVER before you start, consider the only officially supported upgrade
path would be 12.10 to 13.04, then to upgrade 13.04 to 13.10, then to
upgrade 13.10 to 14.04. That would take you to the next LTS release. Each
upgrade is likely to take hours, and for the archived releases you will
probably have to manually edit your apt configurations.

(If you had stayed with 12.04 LTS, the next supported LTS upgrade is 14.04,
because Ubuntu supports upgrading directly from LTS to subsequent LTS
releases.)

I would recommend you consider creating a complete backup of your entire
system and then simply doing a fresh install from an iso image to a
currently supported release, such as Ubuntu "Trusty," 14.04 LTS. (You can
run the installer from a USB stick or from a CD or DVD.) When you run the
installer, it should see the existing installation and offer to preserve
your user files. Unlike the "regular" upgrade process, however, the
installer does NOT attempt to preserve unsupported software or any system
configurations, so you will have to install any unusual software packages
on your own and plan to re configure everything.
