If you want to start something at startup, while the init process is
systemd (the default for Ubuntu >= 15.04), then the only sane way is
doing it by a systemd unit. Backwards compatibility intended to ease the
transition shouldn't be misused. Perhaps rc.local should work too, but
you shouldn't use it, to add a new startup command.
As Tom already pointed out, the location I mentioned works, but
seemingly a user should use another location. Perhaps the unit file I
mentioned isn't perfect either, but it should work and it's a starting
point to migrate to systemd.
It makes no sense to delay the complete migration to systemd, since
soon or later backwards compatibility will be dropped.
