rc.local not executing commands

Does it work without sudo?

So
/usr/bin/cpufreq-set -u 4.0Ghz
or even

Does it work without sudo?

So
/usr/bin/cpufreq-set -u 4.0Ghz
rather than
sudo /usr/bin/cpufreq-set -u 4.0Ghz
