error in wget

Hello,

I have downloaded the following file using wget
wget "https://github.com/clamy/cs244/blob/master/cs244-12-dc.tar.gz"

however, when I tried to unpack it I received this error:
gzip stdin not in gzip format

I do not have a GUI interface, I am using CLI 
I tried many solution on the net, but, the problem hasn't been resolved
