It  is a bit drastic. It might be better to diagnose the problem before going that far. Always a good idea to backup, tho. And also always a good idea to check the SMART info for your hdd/ssd to make sure sectors arent failing. This can sometimes be the cause of missing or damaged files, which in turn can be the reason for odd things happening.

Windows is pretty easy to repair. It's rare that it needs to be reinstalled.
