How to change scrolling in Ubuntu

I remember there used to be a package that handled this scrolling in
Ubuntu, but I can't find the name. I Don't know if it still exsts.

If "overlay scrollbar" is in fact what you're referring to, you can find
how to disable it here. It seems like there are two methods : removing the
overlay-scrollbar package, or disabling it in dconf.
